MEXICO CITY (Reuters) - Mexico's top cement maker Cemex (CMXCPO.MX) said on Monday it has signed a 10-year outsourcing deal with IBM that will help it save close to $1 billion during the life of the contract.
International Business Machines Corp (IBM.N) will provide Cemex with business process and information technology services. It will also include finance and accounting, and human resources back-office services, the companies said in a joint statement.
"This agreement with IBM will enable Cemex to focus on its core businesses of cement, ready-mix concrete, and aggregates, improve its financial position and respond more quickly to changing market needs," Chief Executive Lorenzo Zambrano said.
The company, which was swamped by the 2008 U.S. housing meltdown shortly after paying out some $16 billion to buy Australian peer Rinker, has been working its way out of deep debt obligations for the past three years.

WARSAW (Reuters) - Four Poles were killed when they were struck by lightning as they trekked across southern Poland's Pieniny Mountains near the Slovak border, local media reported on Saturday.

Brain tumors are the primary cause of cancer mortality in children. Even if a cure is possible, young patients often suffer from the stressful treatment which can be harmful to the developing brain. The most common childhood brain tumors are medulloblastoma and pylocytic astrocytoma.
In order to find new target structures for more gentle treatment methods, cancer researchers are systematically analyzing all changes in the genetic material of such tumors. This is the mission of the PedBrain consortium, which was launched in 2010 as the first German part in the International Cancer Genome Consortium (ICGC). The PedBrain Tumor network, which is coordinated by Professor Peter Lichter of DKFZ and Professor Roland Eils (DKFZ and Heidelberg University), has now published, jointly with numerous collaboration partners, an evaluation of the first 125 genome analyses of medulloblastomas.
"We can already see great differences in the genomes of medulloblastomas from one patient to the next," says Peter Lichter. "But we have also identified a number of frequent and characteristic genomic alterations that may lead the way to developing new methods of diagnosis and treatment."
Brain tumors with four sets of chromosomes are particularly aggressive
A high percentage of medulloblastomas ? particularly among those with very malignant progression ? has four sets of chromosomes instead of two as normal. Medulloblastomas are classified into four groups according to aggressiveness. In the study, about half of tumors belonging to groups 3 and 4, which are very difficult to treat, were found to have this aberration. "It is not proven that the extra chromosomes cause cancer. But it is certain that they occur at a very early stage of the cancerous process," Lichter explains.
Cells with four sets of chromosomes have been found in several types of cancer. However, this genomic aberration also offers a chance of specifically attacking tumors. At the German Cancer Research Center (DKFZ), researchers collaborating with Bayer Healthcare are currently working to develop an agent which specifically inhibits the growth of cells with more than two sets of chromosomes.
About one third of individual mutations in medulloblastoma are found in genes that play a part in what are called epigenetic modifications. "This finding shows once more that drugs influencing such modifications will become increasingly important in cancer treatment," says Professor Dr. Stefan Pfister, a pediatrician and molecular biologist. DKFZ and Heidelberg University Hospital are already testing such promising substances to treat specific pediatric tumors.
The total number of genomic alterations in medulloblastoma increases with the age of patients. "Although many scientists have supposed that there is such a correlation, it has never been documented before," Stefan Pfister explains. "We suspect, however, that the foundation for medulloblastoma is laid already during embryonic development."
For the first time, the PedBrain researchers have also found what are called fusion genes in medulloblastoma. Such genes are formed when, due to genetic accidents, cancer-promoting genes are fused together and new proteins occur as a result. Such fusion genes cause a number of cancers such as chronic myelogenous leukemia (CML). For this cancer, researchers have succeeded in developing a very effective drug against the BCR-ABL fusion gene, which is highly specific for leukemia cells.
"Along with a multitude of individually occurring mutations, we were able to define a number of typical groups of mutations, which will show us the way to new strategies of fighting medulloblastoma", says Peter Lichter to sum up. "Given the genetic complexity and heterogeneity of this tumor type, a useful future approach would be to analyze the tumor genome in each affected child in order to identify the most promising treatment."
International collaboration to analyze tumor genomes
The International Cancer Genome Consortium (ICGC), a network of scientists from currently 14 countries, aims to obtain a comprehensive description of genomic and epigenomic changes in all relevant cancers. Germany participates with the PedBrain Tumor project to analyze pediatric brain tumors (medulloblastoma, which in Germany affects approximately 100 children each year; and pilocytic astrocytoma, which is diagnosed in about 200 children each year). As part of the PedBrain Tumor project, 300 tumor samples of each tumor type will be analyzed, along with the same number of healthy samples from the same patients in order to identify changes that are cancer-specific.
The PedBrain Tumor network consists of researchers from seven institutes led by project coordinator Peter Lichter of DKFZ. Alongside DKFZ, participating project partners in Heidelberg are: the National Center for Tumor Diseases (NCT), Heidelberg University and the University Hospital, and the European Molecular Biology Laboratory (EMBL). In addition, scientists from D?sseldorf University Hospital and the Max Planck Institute for Molecular Genetics in Berlin have taken on tasks within the network project.
PedBrain Tumor was supported by the German Cancer Aid (Deutsche Krebshilfe) with funds of eight million euros and has been funded by the Federal Ministy of Education and Research (BMBF) since 1 July 2012 with another seven million euros.
Furthermore, the PedBrain researchers from DKFZ have contributed results of their medulloblastoma analyses to another two publications in the current issue of Nature. Besides the PedBrain Tumor network, scientists from DKFZ are collaborating in the genome analysis of early prostate cancer (coordination: DKFZ and University Medical Center Hamburg-Eppendorf) and B cell lymphomas (coordination: University of Kiel).

A new study from Harvard School of Public Health (HSPH) finds that expanding Medicaid to low-income adults leads to widespread gains in coverage, access to care, and?most importantly?improved health and reduced mortality. It is the first published study to look specifically at the effect of recent state Medicaid expansions on mortality among low-income adults, and the findings suggest that expanding coverage to the uninsured may save lives.
"The recent Supreme Court decision on the Affordable Care Act ruled that states could decide whether or not they wanted to participate in the health care law's Medicaid expansion. Our study provides evidence suggesting that expanding Medicaid has a major positive effect on people's health," said Benjamin Sommers, assistant professor of health policy and economics at HSPH and the study's lead author.
The study will be published online July 25, 2012 and will appear in the September 13, 2012 print issue of the New England Journal of Medicine.
In the past decade, several states expanded Medicaid from its traditional coverage of low-income children, parents, pregnant women, and disabled persons to include "childless adults," poor adults without any children living at home and the population most directly targeted by the Affordable Care Act (ACA). Medicaid currently covers 60 million people, and the ACA will extend eligibility to millions more beginning in 2014. However, the Supreme Court decision gives states the option of choosing whether or not to expand coverage and, because of budget pressures, some states are considering cutbacks, not expansion.
The HSPH researchers, including senior author Arnold Epstein, chair of the Department of Health Policy and Management, and Katherine Baicker, professor of health economics, analyzed data from three states?Arizona, Maine, and New York?that had expanded their Medicaid programs to childless adults (aged 20-64) between 2000 and 2005. They selected four neighboring states without major Medicaid expansions?New Hampshire (for Maine), Pennsylvania (for New York), and Nevada and New Mexico (for Arizona)?as controls. The researchers analyzed data from five years before and after each state's expansion.
The results showed that Medicaid expansions in three states were associated with a significant reduction in mortality of 6.1% compared with neighboring states that did not expand Medicaid, which corresponds to 2,840 deaths prevented per year for each 500,000 adults gaining Medicaid coverage. Mortality reductions were greatest among older adults, non-whites, and residents of poorer counties. Expansions also were associated with increased Medicaid coverage, decreased uninsurance, decreased rates of deferring care due to costs, and increased rates of "excellent" or "very good" self-reported health.
The groups that benefitted from Medicaid expansion in this study?older adults, racial and ethnic minorities, and those living in poor areas?are groups that have traditionally had higher mortality rates and faced greater barriers to care. The study results provide valuable evidence for state policymakers deciding whether or not to expand Medicaid, say the authors.
"Sometimes the political rhetoric is at odds with the evidence, such as claims that Medicaid is a 'broken program' or worse than no insurance at all; our findings suggest precisely the opposite," said Epstein.

Per the BBC, the Brangelina revelations surfaced as prosecutors announced in London Tuesday morning that eight people will face criminal charges in connection with the scandal, including former News International executive and News of the World editor Rebekah Brooks, as well as Andy Coulson, one-time communications director to Prime Minister David Cameron.
They were slapped with a total of 19 charges, including "conspiring to intercept communications without lawful authority" from October 2000 to August 2006. More than 600 people have been identified as victims in the massive scandal, including a teenager who was kidnapped and later found dead.
Two individuals in particular -- former chief reporter Neville Thurlbeck and former assistant editor James Weatherup -- were named in connection with the Jolie-Pitt hacking, and were "charged on suspicion of conspiracy to intercept the voicemails" of the couple.

In a statement, Brooks asserted her innocence. "I am not guilty of these charges. I did not authorise, nor was I aware of, phone hacking under my editorship," she said. "I will vigorously defend these allegations."

BEIRUT (AP) ? Syrian rebels have launched an offensive to "liberate" the country's largest city of Aleppo, an opposition commander said Sunday, while in Damascus government troops backed by helicopter gunships wrested back control of rebel-held neighborhoods.
The opposition attack on Aleppo, Syria's commercial hub and traditionally a bedrock of support for President Bashar Assad, was a sign of the rebels' growing confidence and capabilities even as regime forces appeared close to regaining control of the capital Damascus after days of bloody street battles.
With Syria's civil war moving from the countryside and smaller cities into the country's two main urban centers, an activist group said the death toll had risen to more than 19,000 since the uprising began in March 2011. The Syrian Observatory for Human Rights also said July is shaping up to be the deadliest month of the conflict so far, with 2,752 people killed in the first three weeks ? already nearly as many as the previous month.
The bloodshed has escalated as the rebels have taken the battle to the government with a week of fighting in Damascus, including a bombing that struck at the core of Assad's regime, killing four senior officials.
"Right now Assad's inner circle has been dismantled and Assad has lost his balance," said Brig. Gen. Abdul Kareem al-Ahmad of the Free Syrian Army at a meeting in Turkey. "This war is now being waged in the heart of Syria in Damascus."
In a bid to seize the momentum, the opposition also has taken control of several border crossings with Iraq and Turkey.
A video posted online by activists Sunday showed about a dozen gunmen standing in front of the Bab al-Salamah crossing on the Turkish frontier as they raised the Syrian opposition flag.
Yet, even as the rebels seized one crossing, they abandoned another. Iraqi military officials and state television reported that Syrian government forces retook control of the Rabiya crossing in the north after rebels pulled out. Far to the south, the rumble of fighting could be heard from the larger Bukamal crossing near the Iraqi town of al-Qaim in the desert.
Brig. Gen. Manaa Rahal of the Free Syrian Army trumpeted the seizures of the Turkish border crossings as key to the rebel struggle.
"The seizure of these border crossings was a crucial victory for the opposition and its strategic importance will only increase," he said in the meeting in Turkey's Hatay province.
Damascus and Aleppo are both home to elites who have benefited from close ties to Assad's regime, as well as merchant classes and minority groups who worry their status will suffer if Assad falls.
Col. Abdul-Jabbar Mohammed Aqidi, the commander of rebel forces in Aleppo province, said in the video posted on Youtube, "we gave the orders for the march into Aleppo with the aim of liberating it."
He called on government troops to defect and join the opposition, and said rebels will protect members of President Bashar Assad's Alawite minority sect, an off-shoot of Shiite Islam, saying "our war is not with you but with the Assad family."
The Britain-based Syrian Observatory for Human Rights and Aleppo-based activist Mohammed Saeed said the fighting is concentrated in several neighborhoods.
Saeed said rebels are in full control of the central Salaheddine district and the nearby Sakhour area. He added that thousands of residents have fled tense quarters of the city for safer neighborhoods and the suburbs.
"Aleppo is witnessing serious street battles," Saeed said, with fierce clashes on the road leading to the city's international airport, known as Nairab, as rebels tried to surround the airfield to prevent the regime from sending reinforcements.
Syrian state TV, however, played down the scale of the violence, saying government troops were hunting down "terrorists" and killing large numbers of them. The government refers to those trying to overthrow Assad's regime as "terrorists."
In the capital of Damascus, the Observatory also reported attacks by government forces in the neighborhoods of Mazzeh and Barzeh that had once been held by rebels. It said that troops used helicopters gunships in the attack, causing heavy casualties.
Maj. Gen. Nabil Zughaib, described as a missile expert, was also shot dead along with his wife and a son in the Damascus neighborhood of Bab Touma, according to the Observatory.
Syrian state TV denied government forces were using helicopters in Damascus, and said the capital was calm and troops were just mopping up the remnants of the "terrorists" in cooperation with residents.
Television also showed images of calm streets in Damascus and workmen cleaning up rubble in the once-rebel held Midan neighborhood, in effort to portray a capital where everything has returned to normal.
Assad, meanwhile, appeared on state TV receiving Gen. Ali Ayyoub, the new army chief of staff, whose predecessor replaced the defense minister slain in the bombing. It was only Assad's second appearance since the attack.
Despite the regime's efforts to present an image of calm in the capital, Malaysia's government said it was shuttering its embassy in Damascus and evacuating more than 130 students and diplomats, while Italy ordered of its citizens to leave the country because of the "progressive deterioration" of the situation.
The escalating bloodshed and increasing chaos also has put Syria's neighbors on edge, particularly Israel.
Prime Minister Benjamin Netanyahu said Sunday that Israel was closely monitoring the violence in Syria for signs the regime's chemical weapons or missiles might make their way into the hands of anti-Israeli militants.
Over the weekend, Israel's defense minister, Ehud Barak, said the Jewish state was preparing for a possible attack to prevent that from happening.
For his part, King Abdullah of Saudi Arabia has announced the start of a "national campaign to collect donations to support our brothers in Syria," suggesting the oil-rich kingdom may be looking to boost its financial support for the rebels, which they are already believed to be funding.

Naturally, each side is sticking to its guns, and even with a long term deal inked they still disagree on the number of channels involved.
So who won? The exact financial numbers have not been revealed, but you can check out the dueling press releases after the break. The contested Epix package is an option (but not a requirement) for DirecTV, while the satellite broadcaster is happily adding access to Viacom content on mobiles, PCs and "other media devices" as a part of its DirecTV Everywhere service. Thanks to support from other pay TV providers, DirecTV is taking the more aggressive position, but we'll wait for the inevitable "people in a position to know" to chime in with some dollars and cents figures before calling a victor.
Update: As expected, Bloomberg reports "people with direct knowledge" claim the new agreement is another seven year contract priced at more than $600 million per year, about 20 percent more than what Viacom was getting before. At least one analyst called it a win for both sides -- we'll see how subscribers fared if (when) there's a rate hike any time soon.

BOSTON (AP) ? Mitt Romney is attacking President Barack Obama in a new television ad that seizes on the president's suggestion that government helps create businesses.
The Republican presidential candidate's new ad, entitled "These Hands," features Obama's remarks from a Virginia campaign stop last week. It shows a business owner who says he and his father used hard work to build their company.
Obama told supporters last week that "somebody else" helped create their businesses. The remark came as Obama discussed the supportive role of government in the nation's economic success.
The Romney campaign has refused to say where and when the new ad is running. It follows a week in which Romney has aggressively attacked Obama for the comment, among others, as the Republican faces growing calls to release his tax returns.
